They agreed that the Image Address on the Archive Writer OPR output microfilm was obsolete. We'll no longer invest 20 hours per month increasing the perfection from 99% to 100%, since the technology has moved on. Keven and Mike agreed that (a few dozen older CDs aside) there would be no QC impact.&lt;br /&gt;&lt;br /&gt;(The older CDs will still require and receive Mike's attention to the alphanumeric strings Key customers are the County and District Clerks, whose volumes of records demand significant investments to maintain compliance with the legal and regulatory framework in which County government operates.&lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:15px;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="margin-left: 0.25in; text-indent: 0.25in;"&gt;&lt;span style="font-size:11pt;"&gt;Other customer departments have specialized needs for conversion services – from paper to digital, or from microfilm to digital – to support their operations efficiently. Typically, these departments don’t have enough demand for these specialized needs to justify their own scanning or microfilming equipment. But taken together, these demands are best met by a centralized content conversion facility that makes it easier to manage information and provide a shared resource for County departments to manage records efficiently.&lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:15px;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="margin-left: 0.25in; text-indent: 0.25in;"&gt;&lt;span style="font-size:11pt;"&gt;In 2009-2010, the Imaging Lab was the focus of a renewed effort at the Department Director level to conduct a 360-degree review of all operational processes, performance measurement tools, and the analysis of management information. Roles and responsibilities were modified to adjust to changing circumstances and improve accountability. The POLARIS system was developed and implemented to measure employee productivity and business process efficiency. This rigorous and comprehensive regime combines employee logs, machine-generated reports, and an audit function to organize production and identify savings, including those possible through outsourcing. &lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:15px;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="margin-left: 0.25in; text-indent: 0.25in;"&gt;&lt;span style="font-size:11pt;"&gt;In 2010, RMCR collaborated with the District and &lt;st1:place st="on"&gt;&lt;st1:placetype st="on"&gt;County&lt;/st1:placetype&gt; &lt;st1:placename st="on"&gt;Attorneys&lt;/st1:placename&gt;&lt;/st1:place&gt; and Criminal Justice Planning to secure federal grant funding to digitize prosecutor records. These case files are typically recalled from offsite storage warehouses in the suburbs every week, used in court, and then trucked back out of town again, over and over. This week, opportunity knocked -- maybe.&lt;br /&gt;&lt;br /&gt;Travis County already has some of the fundamentals in place to make telework adoption an off-the-shelf launch. Because our organization is unique, the best practices will have to be customized, but the means to configure the telework tactic already exist. These include standardized measurements that assign actual dollar costs to parking spaces, offices, and furniture (we are required to use these to build our annual budgets). We already have experience with the technology (&lt;a href="http://www.citrix.com/lang/English/home.asp"&gt;Citrix&lt;/a&gt;) that is a state-of-the-art telework tool. We have performance appraisal systems that already work to maximize employee performance and hold less-than-optimal performers accountable. None of these things are perfect here, but applying them to telework means we don't have to invent something completely new.&lt;br /&gt;&lt;br /&gt;We also have well-documented, thoughtful objections that provide an outline of the work we have in front of us if we are to succeed.&lt;br /&gt;&lt;br /&gt;There's a short deadline and a catchy label ("Big Push") to put telework implementation into our context quickly. To get something done around here, it's helpful if either (a.) you have all the time in the world to outlast the resistance, or (b.) some kind of externality prods the leviathan into action. Telework adoption falls under category &lt;strong&gt;b&lt;/strong&gt; here.&lt;br /&gt;&lt;br /&gt;And of course, quite a few people in our organization are already teleworking, but in a haphazard, ad hoc way that maximizes the risk without capturing all the benefits.&lt;br /&gt;&lt;br /&gt;How dangerous is it to try to get into our telework adoption initiative? Well, we're already exposed. An item has been discussed in public this week that had the "records management" keyword embedded in the documentation. Maybe the time is right for an aggressive follow-up on that opportunity. Bosses like to look at their employees and see that they look as if they are working. And being physically present in the office means that employees benefit from those chance moments when the invitation to go for a beer after work, or something like that, is extended by the boss.&lt;br /&gt;&lt;br /&gt;One "solution" offered in the Psychology Today article would be video surveillance of the teleworker at home or at other remote job sites, so the boss gets that feeling that they can observe their employee. They got about eight hundred responses and half of them were from representatives of organizations of more than 1,000 (like Travis County, where I am one of just over four thousand employees).&lt;br /&gt;&lt;br /&gt;When asked, &lt;span style="font-weight: bold;"&gt;What is the most important obstacle or problem for your organization during a BPM implementation? &lt;/span&gt;&lt;span&gt;the most common answer was "&lt;span style="font-weight: bold;"&gt;Underestimating process and organizational issues."&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Does that mean that BPM's focus should be on ways of working, more than technical issues? Companies selling IT products or management consulting services see that BPM has been building momentum in the private sector for a few years now, and so are defining BPM to mean whatever they think will help them sell something.&lt;br /&gt;&lt;br /&gt;BPM is sometimes described as a business discipline or function that uses business practices, techniques and methods to create and improve business processes. Under this general definition, just about any process improvement discipline or activity, including ISO 9000, Total Quality Management, or Six Sigma methods might fit. But at least one expert opines that BPM has to narrow its definition to an IT-related focus if the term "BPM" is to have meaning.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.aiimexpo.com/aiimexpo2007/v42/conference/speaker_bio.cvn?profileID=74"&gt;Arthur J. Hedge III&lt;/a&gt; spoke to an Institute of Electrical and Electronics Engineers meeting in New Jersey recently. He runs a consulting firm focused on technology and BPM-related IT products and services. His talk was billed as having an &lt;a href="http://en.wikipedia.org/wiki/Open_source"&gt;open source&lt;/a&gt; angle, and he applies a definition of open source that varies from some traditionalists' understanding of that term.&lt;br /&gt;&lt;br /&gt;Some remember an open source definition originating in the &lt;a href="http://en.wikipedia.org/wiki/Free_Culture_movement"&gt;"Free Culture"&lt;/a&gt; movement, philosophically opposed to profit and dedicated to the cause of sharing intellectual property for the betterment of all mankind through technology. Those traditionalists note that what Mr. Hedge and IT vendors label open source has a different meaning; this BPM definition of open source describes products similar to the freeware versions of popular programs whose vendors entice users with a small, stripped-down version of a program that is available for sale as a bigger version with more power and functionality. Another study cited in that article predicts that the overall volume of data archived by government and corporations will grow to 27 exabytes by the year 2010. Some of those data will be stored in databases, but much of the new information will be unstructured data created in a variety of formats, including images, sound snippets, data series, and office documents. If Miller's products can reduce the cost of managing these electronic records, that's a story he should tell today. Given the trend in the average life span of a blogger and the current growth rate of blogs, there are already more than 200 million ex-bloggers. (Let me know when that link expires and I'll edit this post.)&lt;br /&gt;&lt;br /&gt;Similar issues face local governments.
