According to one recent study, the number one reason for wasting time at work is the Internet.
While I did not participate in this survey, I'm not surprised by the results.

Tracking progress on the FY 2011-2013 Imaging Lab Work Plan

I would suggest that the number one reason workers waste time at work is that they don't have clearly defined goals and task-oriented plans for accomplishing them - mainly because their "bosses" have not articulated them in clear, specific communications. Internet browsing is just a current way to fill the void. If there was no internet, employees would admit to wasting time on phone calls, meetings, letters and reports, reading, etc. - all unrelated to accomplishing anything.
